Resumo:
Participatory Budgeting is an important tool for democratic participation and social control by
the population in decision-making together with their legal representatives, showing that there
is popular empowerment. Thus, as problematic, the research presents the following question:
What is the effectiveness of participatory budgeting in the municipality of Sumé-PB in 2021?
Itis a general objective: to analyze whether the public resources of the O.P. are actually being
applied and invested in a transparent, correct and effective way in the works voted and elected
in the popular consultations (plenary) for the MDG 2021 in the municipality of Sumé-PB. Next,
the specific objectives are presented: to verify the participation of citizens in the popular
consultations (plenary) of the O P; demonstrate whether the resources allocated to the
municipal O.P. are actually being applied to the works voted and elected by the population;
verify whether these works are already being executed; observe the effects and results of the
implementation of the O.P. in the municipality, and suggest improvements for the
implementation of the same in the municipality of Sumé. Regarding the methodology, this
article is a case study of descriptive, exploratory, quantitative-qualitative nature, documentary
analysis, bibliographic research, in addition to data collection through the application of a
questionnaire to representatives and participants of this process. As results, it should be seen
that: a large part of the population of the municipality of Sumé-PB, have knowledge about the
O.P., having this, acquired this knowledge through social media, informative in news portals,
radios, sound cars, site of the city hall, etc., means these are the closest to the local population.
It is concluded that, for the most part, the population of the city is satisfied with the municipal
manager, proving that the Participatory Budget is having effectiveness in the municipality,
having positive and satisfactory effects, without harming the municipal public manager image,
even so, there is still a need for improvements and innovations in the municipality,
improvements that may contribute even more to the satisfaction of the local population in the
face of the actions of municipal public management.
