O Município no Brasil e a responsabilidade territorial: uma revisão bibliográfica.

Abstract

The municipality has a very important role in the acting and concretization of social rights, which enable people to have autonomy, freedom of citizenship and are characterized by the need of individuals to obtain work, housing, access to health, food and education. Given this, the scope of this study is to analyze how the administrative division of Brazil in municipalities can be thought also from the notion of territorial responsibility. Specifically, it aims to analyze the conceptual evolution of the municipality in Brazil over time; to understand the emancipatory process and to demystify the stereotypes imputed to the emancipationist discussion in Brazil and, from this debate, to present the notion of territorial responsibility. For the realization a combination of some methodological techniques was used within the qualitative research. Among the techniques are: exploratory case study, documentary analysis and bibliographic contribution. Authors such as Cigolini (1999), Bitoun (2012), and Schor (2016) contributed significantly to the study. Thus, as a result of this work, it was evident that the city passed cycles of protagonism and ostracism throughout the ages. We believe that the discussions on the emancipationist theme in Brazil need to be looked at in greater depth, and without Manicheanism that only considers the economic dimension in the definition of new municipalities, especially when considering the debate on territorial responsibility.
