Resumen:
The aim of this Dissertation is to discuss the exclusion of Rural Workers from theBrazilian State Social Policy. Theoretical contributions, especially those which taKe as'issue the mechanisms of legitimacy used by the State to develop its more general political goals, are analysed. Social Security, as a Social Policy is considered from its early times in Brazil, with emphasis on its self financial aspect (its secret is social insurance). The unification of Social Security and the struggles of-the workers for the ESTATUTO
DO TRABALHADOR RURAL - ETR obtained during the Populist State in the sixties are also analysed. ' The re-direction of National Politics impeded the materi a 1ization of the ETR. in the following period, mullifying rights there defined'. Af ter that, a Security Programme for the rural workers is created - PRORURAL, simou1 taneous1y with a
new FUNRURAL. This FUNRURAL is taken into the new structure of the Social Security National System-SINPAS, in 1977. The exclusion of the rural population from the social
rights was observed, when the workers were transformed into retired rural workers. Then and there come-out politicai contradictions: the late concession of rights oblige the workers to late identif ication to make th em able to receive benefits. There is ambiguity in that
procedures, when papers that should be required at the beginning of their productive life are asked at its closing time. The new FUNRURAL comes out as an impact project of the Authoritarian State, with which the State legitimizes its action as organizer and
controller of the rural workers, meanwhile mediates the sharp contradictions under a mask of giver of rights. The research was undertaken in the Municipality of Campina Grande - Paraiba, with' retired people registered in the local FUNRURAL. Data come from primary and secondary sou.rces, using as main research techniques the participant observation,
interviews, analyses of official papers and individual life histories.
