Resumo:
Public Institutions have faced challenges to promote significant, effective, and
consistent results with collective interests through their resources' optimization. And,
over the years, it was noticed that their greatest ally to fulfill their goals is the servant
that integrates these Institutions. Thus, developing, valuing, accompanying,
motivating, recognizing the servants’ potentials, and providing them conditions that will
improve and make them an integral part of organizational development are necessary
strategies to modernize public administration in its administrative practices and people
management. Given this, the present study sought to analyze the relationship between
organizational modernity in administrative and people management practices with
personal constructs based on integrated model incorporation of competency
management effectiveness, learning orientation, and shared vision and then develop
an action plan based on this integration of variables. For this, research with a
descriptive, exploratory, and quantitative approach was used, through a survey built
with validated scales, to carry out field research to confirm the established hypotheses
and theoretical model. The survey had the participation of 225 respondents and all
hypotheses were confirmed, demonstrating the influences of the studied variables.
Because of the research findings, the absence of competency management in the
Institution, and incipient modernization mechanisms in administrative and people
management practices, a model was proposed that combines modernization,
competency management, commitment to learning, and shared vision. Considering
the results obtained and the integrated model, the Institution is expected to develop its
people management practices, contributing and generating benefits to the Public
Administration, managers, servants, and, consequently, to the community assisted by
the Institution's services.
