Resumen:
Acting as a designer in the Technical Assistance in áreas of agrarian reform. I realized the
recurrence of different and competitive dynamics related to the investment projects Pronaf
A. I noticed that in most cases, the beneficiaries modified the original project, through the
incorporation of activities which were not planned or funded.Those changes due to the
formal project are Consolidated from intentionalities and dravv the game betvveen the
institutionalization and legitimization of such activities, as reflex of the views of the project
often discrepant. as the logical institutional (government, MST), or group, as of the settlers.
Beyond this point. we saw the implementation, or attempting to implementation, of the
Agriculture Modernization Project, loaded by Pronaf A, in the rationalizing processes
contained in the vision macroeconomic government which is revealed in the analysis of
income and ability to pay for projects. With our experience as a technician and by the
numerous field visits. and then the research for this study, vve observed the total failure of
the projects funded in the settlement. This result seems to be recurrent in most áreas of
settlement, especially in semiarid. We assume that some aspects are almost decisive.
because they influence strongly the negative results of Pronaf A. They are: a) The unstable and weakened presence of ATES. which. in contrast. it would ensure the stabilization of monitoring the investments. b) the lack of ability of most beneficiaries, or more precisely. of a different habitus desired by the entrepreneur government which get them closer to the index of macroeconomic spreadsheets and c) the resistance or not hidden. unconscious or not, to the technical recommendations. such as mistrust practice which, although modern, it is as an element of resistance to the whole of modernity.
