Abstract:
The Socio-Environmental crisis, that was installed, into question the current development model and brings up the debate about of sustainable development. In Brazil gains momentum to formulation of participatory public policies aimed at promoting of sustainable development. This study has aimed to analyze the impact of the implementation of innovative public policies of democratic and participatory nature under the sustainable development index in Campina Grande, PB, management 2005-2008. It begins with a quantitative and qualitative exploratory, in two steps. At first was necessary to identify in the municipal government some programs which were implemented at management in 2005-2008, which according to the systematization of variables that were called of Innovation´s Axis and Elements to identification the New Directory of Urban Policy, which were proposed by Farah (1997, 2002); Spink and Farah (1999), could be classified as innovative and had democratic and participatory nature. In the second phase is aimed to measure the index of sustainable development in Campina Grande, PB, for the years 2005 and 2008, based on the methodology which was named SCDI – Sustainable City Development Index which was proposed by Martins and Candido (2008). The data on municipal programs were subjected to content´s analysis and then were compared with the indices of sustainable development identified in that period. The results indicate that the programs which were investigated have direct relationship with social and political institutions; however these did not change on their performance in the years 2005 and 2008. We conclude that the nature of municipal public policies and democratic participation, implemented in Campina Grande, PB, management 2005-2008, did not impact the index of sustainable development that county in 2005 and 2008. Then, although this new has presented a small developments, the acceptable performance was maintained in the years studied.
