Abstract:
Nowadays, the Urban Planning in Brazilian cities is a huge challenge because of the
need to search a sustainable and integrated development, the diversity of uses is one
of the ways to ensure the social function of property fixing accumulated problems due
to the disordered structuring of Neighbourhoods and the failure of urban planning and
management tools. Problems of structural and social nature rooted in the cities
formation are reflected and aggravated by outdated laws and plans, which do not
respond to the real needs of society, and they are applied, most often, throughout the
urban grid such as it corresponds to a single spatial unit, without considering
specificities of each location. The related work has the purpose of studying the
problems faced in the intraurban
scale neighbourhood, whilst observing the
relationships between daily needs and uses, and infrastructure, spatial and
environmental issues of the city. For urban studies, it was chosen São José
Neighbourhood in CajazeirasPB,
located between Cajazeiras downtown and UFCG,
both polarizers of flows and sociospatial
dynamics. This work aimed to propose
guidelines of urban planning and regulation for future urban plan directed to São José
Neighbourhood in CajazeirasPB
which is currently a Special Zone of Social Interest
(ZEIS), defined in Law 2.028/2012. By means of qualitative research and based on
criteria and parameters used by the Ministry of Cities (2010), the Neighbourhood was
divided into subareas according to their urban conditions and guidelines were
suggested. It was concluded that urban planning and regulation were neglected in São
José Neighbourhood which accumulated urban problems related to spatial
configurations and precarious living conditions. These conditions are also striking
throughout the territory of Cajazeiras, where the disconnection between planning,
management and regulation determines the failure and poor efficiency of the scarce
instruments of existing ordering of land use and occupation. In general lines, the
guidelines indicate the readjusting of ZEIS perimeter, the allocation of basic sanitation
infrastructure systems, rainwater drainage, garbage collection optimization, dwelling
relocation and living improvement, among other proposals.
