Resumen:
The rights to health began to be recognized after the reorganization
international politics, followed by the creation of the World Health Organization in the year of
1948. However, it was only in 1988 that due attention was given to the subject in Brazil with the revision of the
Federal Constitution, through article 196, established health as a duty of
state, integrating health actions and services. Faced with the need to ensure the
knowledge of the population in relation to their rights, the Ordinance was established
number 1,820 of August 13, 2009, which provides for the rights and duties of
users of health, becoming a tool for the knowledge of the rights to health,
leaving the population informed and active. Objective: To understand the perception of
SUS users in the municipality of Barra de Santa Rosa - Paraíba, regarding their
rights and duties in relation to health. Methodology: This is a descriptive study of
qualitative nature, carried out in the three Family Health Strategies in the urban area
in the municipality of Barra de Santa Rosa, from October 2017 to November 2017.
2018. The survey was developed with users who attend the basic units
of health. Data were obtained through a semi-structured instrument and
analyzed by the content analysis technique proposed by Bardin (2011). Results:
It is difficult for users to understand the sets of variables that
group the definition of health, in addition to reporting the lack of knowledge of the charter of rights
and duties, this collaborates directly in the deficiency of popular participation with the
local managers in favor of improvements in health care for the entire community.
Final considerations: It is noticeable during the study the lack of knowledge
users in relation to the charter and their rights and duties. Furthermore, another factor
understood was a weakness on the part of professionals in discussing this issue
with the population, with the aim of making them protagonists of the learning process and
disseminator of information to the entire community.
