Resumo:
The main objective of this work is to analyze the impact of using the shared purchasing
process in the Center for Legal and Social Sciences, its relationship with the Principles
of Public Administration and the social, economic and scientific relevance of this type
of practice in the public service. The environment presents necessary peculiarities of
analysis and that imply sustainable development for future generations, thus, it is
important to know the aspects of sustainable purchases through shared purchases and
their possibility of reducing public spending. The shared purchasing process emerges
as the execution of sustainable purchases, one of the axes of the Public Administration
Environmental Agenda (A3P), and constitutes an essential element of study for society,
as it is through this practice that many products are being purchased by public
agencies. and that has generated uproar, giving rise to the need for discussion about
its efficiency. In this step, the deductive approach method was used, with contributions
to the comparative procedure, as well as the indirect research technique. This study
seeks to analyze the economic and administrative impacts caused by the use of the
shared purchase system of the Center for Legal and Social Sciences of the Federal
University of Campina Grande, how much savings in public resources this use
produces in the administration, through the economy of scale – buy similar items in
large quantities. The cost-benefit analysis of contracts verifies the operability,
obstacles and execution of shared purchases, in addition to indicating results and
economic, environmental and administrative effects of this system in acquisitions by
public agencies, specifically the Center for Legal and Social Sciences of the Federal
University of Campina Grande.
