Resumen:
Food and nutrition security (FNS) is understood as the full realization of everyone's right to regular
and permanent access to quality food in sufficient quantity, without compromising access to other
rights considered essential. To achieve its purpose, SAN demands Public Policies, which are
defined as actions and decisions of the State in the search to reduce the inequalities installed in
society. Initiatives such as Nutrisus , the National Iron Health Program, the National Vitamin A
Program and the Food and Nutrition Surveillance System contribute to the consolidation of the
National FNS Policy, eradication of hunger and malnutrition, and for that they need to be
guaranteed and strengthened by the public authorities. . Thus, knowing that small municipalities
are located in regions of environmental and social vulnerability, and that the dismantling of social
policies can have even greater consequences, the aforementioned study consisted of analyzing
public policies on FNS in the context of some food and beverage programs. nutrition in the
municipality of Cuité PB in the years 2014 and 2019 from the perspective of execution in the face
of challenges in each time frame. For this research , Eight already transcribed interviews were
explored , four of them from historical periods. These data are part of the data of a larger project
entitled “Food and Nutrition Security: a longitudinal analysis of public policies and the food
insecurity situation of the population - SANCUITÉ 2 . All interviews were fully transcribed,
analyzed and coded in the Atlas.ti software, after exploratory reading. After the analyses, it was
found that the lack of documents from previous administrations and limited coverage of the target
audience made it difficult to consolidate the institutional context of both initiatives. With regard
to management, PNSF and PNVITA respondents reported that the lack of sufficient supplements
for the target audience impeded the efficient management of initiatives. On the other hand, the
cause of NUTRISUS not being able to operate successfully was the surplus of supplements linked
to fragility in the intersectoral process. Still in this aspect, in SISVAN, its unification with the e-
SUS was highlighted as a positive point for optimizing the information generated in the services.
Regarding the difficulties reported, in 2014 and 2019, the role overload in only one professional,
challenges for the efficient implementation of SAN policies and lack or insufficiency of
Resources/inputs for management were similar. Finally, it is essential that there be greater
attention and strengthening of FNS policies and programs in their broad stages.
