In recent decades, as a reflection of rapid unsustainable development, the world has seen a series
of social, economic and environmental problems emerge with greater force, showing us how much
human actions, most often in the name of progress and development, were taking the planet down
a path of no return. With this in mind, the UN together with its members raised goals for the
sustainable development of the world, firstly through the Millennium Development Goals and
currently with the Sustainable Development Goals that are part of the 2030 Agenda. One of the
main factors for the implementation place of these objectives is a consolidated and committed
governance structure. With that in mind, the following study proposes a methodology based on the
SDGs aligned with the theme. The work proposed a framework for evaluating municipal
governance in the sense of implementing the SDGs, which takes into account goals aligned with
the theme. This framework is a roadmap to assist municipal managers in assessing governance,
taking into account the goals proposed by the SDGs. Bibliographic surveys were initially carried
out, through bibliometric research (first article) in the Scopus database and analysis of the main
concepts and implications addressed in the analyzed articles (second article) in the Scopus and Web
of Science databases. The first two articles were of paramount importance in the consummation of
a solid theoretical basis, implying the survey of the areas where governance is being addressed,
how its evaluation has been impacting these areas, the main concepts and quotes that take into
account both governance, regarding its relationship with the SDGs, in addition to evaluation
methods - even if in other areas - that could help in the conformation of the third and main article.
From the results of these two articles, it was possible to identify a lack in studies that address this
relationship of governance assessment in the sense of implementing the SDGs, while it was
possible to identify this relationship in other areas, enabling assistance in the construction of a
future structure related to the SDG The third article, on the other hand, sought to propose an
evaluation structure, of a theoretical nature, in principle, that could help public managers and
decision makers in improving public governance towards the implementation of the SDGs. The
main SDGs addressed in this structure were SDGs 10 (Reduction of Inequalities) and SDGs 16
(Peace, Justice and Effective Institutions), however, it is important to mention the importance of
SDGs 17 (Partnerships and Means of Implementation) when it comes to global governance in the
implementation of these Objectives and Goals. The proposed structure was based on the theoretical
basis of structures and indicators already proposed in other works, helping to form an evaluation
method that was able to encompass aspects of governance in line with the goals of the SDGs. It is
worth mentioning that initially, the work did not seek to propose a quantitative method or a
numerical index, but that for future works it is suggested to improve the structure, making this
quantitative implementation possible.
