Relações intergovernamentais de cooperação em resíduos sólidos no Brasil.

Abstract

The objective of this dissertation is to carry out a descriptive analysis of public consortia in solid waste existing in the country. Several methodologies were adopted in this qualitative - quantitative theoretical research. Initially, through a study and bibliometric mapping, the structure of the literature on intergovernmental relations and inter-municipal cooperation was analyzed. Subsequently, an in-depth analysis of the literature and legislation regarding intermunicipal cooperation in the context of urban solid waste was carried out, aiming to better understand the phenomenon of municipalization, the legal provisions regarding public consortia and how urban solid waste has been treated. in the country, even after about ten years since the PNRS came into force. Finally, in a third moment, using a descriptive research, we sought to characterize and categorize existing public consortia in MSW, through the year of formation, normative constitution, legal nature, among others. It is hoped that this study will contribute to the deepening of theoretical and empirical analyzes aimed at complying with public policies, especially of an environmental nature.
