Caracterização da comunidade que utiliza dados abertos governamentais sobre a educação brasileira.

Abstract

Over the years, civil society and government entities have struggled to tend the civic technologies ecosystem and the use of open data in transparency governmental. Some works focus on assessing the conformity of available data. with the standards they need to follow, and others delve deeper into understanding a specific theme, such as Open Government Data - DAGs in the education area. O Brazil publishes educational data that describe since the condition of schools of education from basic to higher education quality indicators, some themes have sets of data with reference from 1995 to 2020. In this scenario, it is possible to understand that there is an effort to monitor and facilitate the use of this resource, but it is not yet described what are the characteristics with respect to people, organizations and software projects ware in that ecosystem. Therefore, the objective of this research was to characterize the community that uses Brazilian DAGs related to education, understanding their dynamics from of information on 217 software project repositories stored on GitHub and from the experience of 38 participants of this community. With the data collected, it was possible to understand that the community develops, for the most part, from personal projects (85%), but there are also faculties, research centers, media/community channels cation and government institutions. In these projects, Jupyter Notebook proves to be a important technology. Regarding the respondents, one of the reported motivations is to use leverage learning with the analysis of these data to focus on the educational context itself, assisting in the work of teachers and administrators. The problems reported by the participants nts, ​​reinforce the idea of ​​the need for technical knowledge to handle these Dice. With this, we hope to help government agencies to prevent inconsistencies reported and in the planning of actions to promote citizen participation in a more democratic and inclusive, together with other members of this community.
