Remuneração variável: política de desmantelamento da carreira do magistério público da educação básica da rede estadual de ensino da Paraíba (2011-2018).

Abstract

Linked to the line 1: History, Policy and Educational Management, of the Academic Master in Education of the Post Graduation Program in Education at the Federal University of Campina Grande (PPGEd/UFCG), the research has as its object the variable remuneration policy of the public teaching of basic education, of the state education system of Paraíba. Is oriented by the general objective of analyzing the variable remuneration policy implemented, by the state government of Paraíba, in the period 2011-2018. The research is based on dialectical historical materialism, having as theoretical-methodological categories: the totality, the historicity and the contradiction. The conceptual categories used are: managerialism (SAVIANI, 2013; FREITAS, 2012; FAGANELLO, 2017); variable remuneration policy (MOURA, 2015; CASSETTARI, 2008 e 2012; DAMASCENO, 2010; BROOKE, 2008 e 2011; PONTUAL, 2008), and the teaching career (MACHADO, 2018; MONLEVADE 2000 e 2001; MELO; GINDIN, 2011), among other authors. As methodological procedures, it adopts literature review, document analysis and interpretive analysis. It contextualizes the implementation of this remuneration policy in Brazilian education, from the second half of the 1990s onwards, based on the logical management and following the guidelines of the International Organizations. It analyzes the variable remuneration policy in Paraíba education, in the two governments of Ricardo Coutinho (2011-2014 and 2015-2018), highlighting the Masters of Education Award. The research showed that this Award encourages individualized teaching work, it is meritocratic and stimulates competition and productivity. With regard to career, it goes against hardly earned rights, contributing to the disruption of the career and, ultimately, to the weakening of the category's political organization.
