Resumen:
The Perímetro Irrigado Várzeas de Sousa (PIVAS) has been a propellant mechanism force for the economic development in the countryside of Paraíba, however, in the last years significant traces of economic decline have been verified in its production. This project included 178 (one hundred and seventy-eight) lots destined for irrigators, as well the business lots and those destined for research whose focus was to warm up the local economy with generation of employment and income. Through procedures of direct approach and as an object the field research with an exploratory documentary research the collection of data in the Agência Nacional de Águas (ANA), Agência Executiva de Gestão das Águas do Estado da Paraíba (AESA), Ministério Púlbico Federal (MPF), Ministério Público Estadual (MPE), reports of the company that manages the Perimeter (PROJETEC), Tribunal de Contas do Estado da Paraíba (TCE/PB), Instituto Brasileiro de Geografia Estatística (IBGE), websites, books, articles scientific, reports besides the references related to the topic, inspired on the deductive and historical evolutionary methods appropriate in a bibliographical research. In this context composed of several actors and factors, internal and external, build up a set of social, politics, economics, legal and agroindustrial relations, was constructed, which deserves to be studied, seeking the improvement of the execution of local public politics. However, several obstacles have arisen, for exemple the drought between the years 2012 to 2017 and denunciations of water diversions in the locality. For these reasons, questions about the conditions of human life in settlements have arisen. In this aspect, the Minstério Público Federal (MPF) and the Ministério Público Estadual (MPE) instituted a public civil inquiry to investigate complaints and propose appropriate measures to those respondents. It was observed that the prolonged drought, mismanagement of the public agencies responsible for inspection, and water irregulations in the perimeter are some factors that demonstrate the significant decline in PIVAS economic production. As a proposal to once again leverage economic development, it is suggested that partnerships be intensified between federal beings (Union, Regional States and Cites), as well as the elaboration of agreements with Higher Education Institutions, Public and Private around the region, in addiction the intensification of partnerships with nongovernmental entities such as SESI, SEBRAE, SENAI, empowered small irrigators with the knowledge of new researches and modern technologies, encouraging them to overcome the adversities experienced.
