Adversities associated with water availability require governments, users and civil society to better manage existing resources. In 1997, the Water Law established the charge for the use of raw water, a management instrument that aims, among other objectives, to promote the rational use of water resources. With the collection implemented in 2010, the São Francisco River Basin Committee (CBHSF) became the third union domain committee to implement this mechanism. In this article, the collection procedure adopted by the CBHSF was examined. Through documentary and bibliographic research, we sought to understand the mathematical modeling and its impacts on revenue and user behavior. Considering water collection and consumption in its formulation, the model is based on unit public prices, which allow for an update of collections. With respect to water quality, the charge is restricted to BOD, excluding relevant pollutants/contaminants. It was also observed that the applicability of the model depends on the existence of a participatory committee, a structured basin agency, a Water Resources Plan and an efficient grant system. Although the funds raised allow the Basin Agency to function, they are insufficient to promote the rational use of water and to meet the projects provided for in the Water Resources Plan.
