Resumo:
Innovation in public management represents a field of possibilities, expanding rights to public
goods and access to information and transparency in public administration. Thus, innovation
in the public sector applied in the city of Congo-PB was one of the central points of the study
in question that addresses the program "The bike is yours". In view of this, the general
objective of the present study is to understand the process of creation and implementation of
the program from the point of view of the formulators. As for the methodology applied, a
descriptive research was used, based on a single case study that sought to understand the
program implemented, and having as approach the qualitative research that does not use
quantifiable data, and data collection was performed by means of semi-structured individual
interviews, for the survey of information from the creation to the implementation of the
program. Thus, by tracing some considerations about the program, it is possible to verify that
it draws attention by the innovative aspect that it proposes and the results that it aims to
obtain. Besides this, it is necessary to highlight that the realization of this work enabled a new
vision of innovative public management regarding a vehicle legalization program, as well as
the first driver's license, which is increasingly becoming a priority in people's lives. Finally,
the program has provided, both for the formulators and the beneficiaries, positive results in its
implementation.
