Resumo:
This text analyzes the factors that influence the functioning of the advisory board of the
district of Angoche and the consolidation of participatory governance, highlighting the
contribution of democratic theory, approaches to institutional performance, civic community
in rapport with civic associations and capital stock. Analyzing the advisory boards as human
institutions, the text assumes that the higher the capacity to implement the mechanisms of
participatory governance by the government and citizens combined with the political will and
the dialectic between theory and practice of governance processes the greater the efficiency in
the functioning of these organs and even greater the effectiveness of public policies
implemented through them. And it is concluded that for this to work is indispensable a
mobilized civil society, a democratic power structure at all levels; consolidated and
autonomous councils; and councils qualified technically, institutionally and politically. This is
so that participatory processes are included in & "virtuous circle".
