This work proposes a methodology for the evaluation of the inter - regional freight, transport system of Brazil with the a plication of the Multi criteria Interactive Decision Making Method and Graph Teory. The multi criteria methods' permits to take into consideration the interests of several groups involved, or affected by the system. As well as the relevant criteria, quantitatively determinable or not for these groups. The graph theory serves to evaluate large sized systems as in the case of study. The methodology- was applied to the inter-regional transports system of Brazil . The results of this application indicate that the railway and waterway modes minimize transportation disutility index to the system, providin gless pollution level and consequenty less environmental impact of combustion. The results of this study indicate that, up to 36,4% .of governamental resources should be alocated to railways and 4 5,6% to waterways, in order to obtain the most efficient manner for the allocation of limited resources.
