Abstract:
This dissertation presents a research focused on the study of “The New Public Management
and the Networks of Influence in Educational Policy: An Analysis of the Municipal Education
Network of Campina Grande - PB” developed in the Academic Master in Education, through
the Postgraduate Program in Education, in the research line Educational History, Politics and
Management, from the Federal University of Campina Grande – UFCG. Considering the
managerial character present in the educational policies of the Municipal Network, as well as
the growing influence and performance of private institutions participating in these policies,
this research was guided by the general objective of identifying and analyzing networks of
influence in operation in the Municipal Education Network of Campina Grande and its
implications in the educational policies of the municipality. From this perspective, we sought
to understand how this reinforces neoliberal rationality and managerial logic in the
educational management of the municipality. The time frame of the research considers the
year 2015, the year in which the Municipal Education Plan (PME) was approved, by
Municipal Law No. established goals and strategies, especially those dealing with
improvements in educational outcome indicators. The methodological approach was based on
network analysis and network ethnography, using the internet as a field for data collection.
The research is based on a dialectical reading of Gramsci's concepts of hegemony, civil
society and organic intellectuals. Bibliographical and documentary research was used as a
methodological path for the collection and analysis of data that allowed answering the central
question of this dissertation. From this research, it was possible to identify that (1) the
Municipal Teaching Network of Campina Grande has been developing its educational policy
around partnerships and cooperation agreements, among other terminologies, with private
organizations and others that operate in Brazilian education and that influence educational
policies and practices; and that (2) these forms of governance in education represent the
deepening of practices and also new initiatives that reinforce neoliberal rationality and
managerial logic. In this context, the work of the Lemann Foundation stands out, through the
Gesto Institute and the Formar Program, which, through networking, participate and influence
the formulation and implementation of educational policies in the municipality, mobilizing
private partner actors as a strategy of strengthening and expansion of the managerial policy.
