Abstract:
Dwelling is an inherent condition of the human being, considered even as a social
right. However, not all people enjoy this right, because they are a good part of the
low-income population, live under inadequate housing conditions. This problem is
measured by the Housing Deficit, an index that estimates and quantifies the lack or
inadequacy of housing. In an attempt to remedy this situation, there is the production
of Housing of Social Interest (HIS). When considering the construction of HIS, it is
necessary to pay attention to a projectual perspective of reality, and realize the
complexity and issues that this project involves. From this, it is questioned what has
been regularized to a production of these dwelling projects, because although exists
projects and norms that deal with the use and occupation of the soil program,
addressing the planning and management of housing, little is known about the current
guidelines that address the HIS project. In view of this, the work aims to develop a
Roadmap for HIS design, which guides the design decisions of architecture
professionals, students and even the public power. The script presents itself as a design
process, organized from architectural premises that consider the place, the program
and the building.
