Primary Care in Brazil has gone through several changes such as the creation of
More Doctors Program in 2013 and the new National Policy on Primary Care issued
on September 2017, during a controversial political and social background, which
entities of health movement warn about a possible of damage to the Unified Health
System. Regarding this context, the paper has as objective analysis the scientific
production about Primary Care in the Unified Heath System. It’s an integrative review
that uses as a tool the Evidence-Based Practice that allows incorporation of evidence
into an area of scientific knowledge. Nine articles were included as sample using the
criteria of inclusion and exclusion stablished. Through the analysis of the articles, a
predominance of some health policies was noted: Family Health Strategy, More
Doctors Program, Basic Operational Norm of 1996 (NOB 1996), National Policy on
Primary Care of 2006 (PNAB 2006) and National Policy on Primary Care of 2011
(PNAB 2011). For each one policy, potentialities and limiting elements were
extracted, considering the development of Primary Care and the improvement of the
Unified Health System. In addition, an analysis was made about how a scientific
production is expressed regarding the Primary Care and the Unified Health System.
It’s concluded that, despite the limiting elements, Primary Care has been important
for the improvement of the Unified Health System and for the development of its
elementary principles, mainly through the access to care and as the basis of the
system, acting as gateway and counter-referral site, but also practicing prevention
and health promotion according to the determinants of health. Besides it’s important
a further development of researches in Primary Care area, with a solid social
involvement to contribute with the process of evaluation and improvement of the
health system.
