Resumo:
This search intends to describe and analyze, at first, the history of the Northeastern elite through the centuries from the “discovery” in the (15th) century to the end of the colony (18th) century, in addition to the relations between the center and the periphery. Introduce definitions about the Northeast arid represented in the most diverse types of writing, from literature to academic works and mainly in the assistance speeches used in order to attract resources for supposed programs of regional economic development. We also intend demonstrate the controversies about the speech and different forms of writing for some authors about the Northeast created in the national ideology, an idea of the Northeast that despite it takes the most diverse areas of society like artists, intellectuals and political elites, makes the existence of adequate practices of “coexistence” with the Northeastern semi-arid region, a “fallacy” that just serves the economic interests and maintenance of its elites at the center of power. Finally, we intend demonstrate too how can elite was born in the Northeast between the 18th and 19th centuries, whose discursive and political movements, through the appropriation of the demands of the peripheral classes, directed the resources of the Brazilian state in order to meet a supposed “project” of economic and “industrial” recovery in the Northeast, within the center and periphery articulations through their “zones of influence” in order to clarify the concept of “Magnetic North” presented as the main concept of this search.
