Abstract:
This paper aims to deepen the discussions on public policies for employment and the role and performance
of committees to employment. The public debate on the subject has been intensified, especially after the
completion of two national conferences in 2004 and 2005, focusing on the proposed construction in the
country of a system of public employment, work and income, including business representatives, unions and
three spheres of government and all regions of the country. Indeed, this new design made by the discussion
of public policies of the universe of work, is linked to structural changes in this universe, such as the
precariousness of working conditions and the increase in informal employment. Within this context, some
questions are guiding this work: What consequences it brings to the public policies of employment and the
work of committees of employment? What new challenges they present? As this is being perceived by the
counselors? As part of this work will be studied, particularly in the case of the State Commission of Labor
and Employment of Paraíba.
