Resumen:
This study examines institutions of civil society and government actions that are directed to Brazilian
semiarid with a view to living and sustainable development, seeking to discover how these institutions
consider the difference of power / knowledge that define participation in decision making and implementation
at the public policy. In this sense, it presents the process of production and socialization of knowledge and
wisdom in this region, and how these institutions are linked and contribute to: the debate about the
preparation, implementation and management of public policies for these areas; consolidate actions based
on the idea of living and sustainable local development, to enable the redefinition of the socio-cultural,
political and economic of the region. The academic and social relevance from the research is supported in
the systematization of knowledge that, articulated, may contribute to the debate on independence and
coexistence in semiarid. The study was conducted through documents research and theoretical. We have
worked with analysis of speech. The results explain that the speech is intertwined lives of a dialogue
between conflicting discourses, with other eyes, which often end up restricting their borders, intervened in
their actions and making it difficult to accede to their institutionalization.
