Resumo:
This work sought to identify the existence of a relationship between external factors, such as the level of
transparency of municipalities, the socioeconomic characteristics and political profile of managers, and the
in the stoppage of public works carried out in the municipalities of Pernambuco in the years 2016 to 2018.
For this, the Logit probabilistic model was used with the aim of investigating the relationships between
variables mentioned and the probability of public works being stopped. Furthermore, the spillover effect of the level of transparency was investigated, which indicates the existence of an “imitation” effect of the
behavior of mayors in relation to the level of public transparency practiced in a municipality
and neighboring municipalities. The results obtained showed that there is influence of external factors
the probability of a public work stoppage. The results also showed that there is a
