Resumo:
Seeking to operationalize the principle of participatory democracy enshrined in
Federal Constitution of 1988, public ombudsman offices, participation channels and
social control situated within the Public Administration. Considering the importance and
expansion of such instances of social participation, as well as assuming that
ombudsman offices, when well structured and promoted, function as an instrument
essential aspect of social participation, the objective of this work was to analyze how the
State of the art regarding the effectiveness of Brazilian municipal public ombudsman offices. It took place
exploratory qualitative research, using the deductive method with the respective review
bibliographical. It was concluded that, despite the great advances in the normative field, these
administrative units are still far from effectively fulfilling their function
essential to be channels of participation and social control and, so that they can actually
perform their functions, require legal mechanisms that ensure their autonomy
technical and administrative, providing its acts with impartiality and imperativeness towards the
bodies of the Municipal Public Administration, and actions to raise awareness among society about
your importance.
