O aumento do protagonismo do Poder Legislativo brasileiro na formulação de políticas públicas: análise das emendas e projetos de leis na Câmara dos Deputados.

Abstract

The National Congress is taking on a more prominent role in formulating public policies. A gradual advance of the legislative agenda is passed from the Executive to the Legislative. The approval of PEC nº 86/2015 suggests an increase in the role of Congress in formulating these policies. In view of this reality, the researchers analyzed the role and magnitude of the House of Representatives in formulating public policies in Brazil. This is descriptive research, whose unit of analysis is the draft laws and parliamentary amendments, referring to the years 2003 to 2018. A total of 637 bills referring to policies, proposed by Federal Deputies, collected on the Portal of the House of Representatives, and 117,830 individual parliamentary amendments, collected on the SigaBrasil Portal, referring to the same period, were analyzed. To analyze the draft laws, a quantitative-qualitative approach was used, in relation to the parliamentary amendments, it was decided to use a quantitative-quantitative approach, resulting in a descriptive analysis of the data. The results indicate an increase in the role of Federal Deputies who presented proposals related to public policies, mainly from 2011 onwards. On the other hand, the research revealed, in general, that the approval of the Impositive Budget PEC did not contribute to the increase of this role through the presentation of individual amendments.
