Resumo:
Postgraduate programmes at public institutions are going through a process of adapting to a series of
CAPES guidelines, which are updated every four years. One of these guidelines is to encourage the
construction of strategic planning within postgraduate programmes. In this context, it is a challenge to
find actors in these postgraduate programmes who can act as strategic planners and who have the
necessary skills to decide the direction of these programmes. With this in mind, the aim of this study is
to investigate how the competency profile of managers can contribute to building the strategic
planning of postgraduate programmes within the Centre for Natural Resources Technology at the
Federal University of Campina Grande. To this end, this research is based on a case study, using a
qualitative method, with a view to obtaining information using forms, interviews, documentary
analyses and observation of evidence. Through this research it was possible to identify the main
activities of public managers in universities, which involved managing course coordinators and
managing these coordinators through higher bodies, with predominant operational and managerial
decisions, as well as identifying their main competences in their areas of activity and in the strategic
aspect, with an emphasis on communication and responsibility as the competences considered most
important for strategic planning managers in postgraduate programmes. Furthermore, based on this
information, it was possible to construct an action plan for carrying out strategic planning in the
institution's postgraduate programmes. The research achieved the expected objectives, proposing a
model for building strategic planning, based on the incorporation of actors with identifiable and
potential competences for achieving maximum efficiency in the actions and strategic goals of the
postgraduate programmes.
