Resumo:
The support foundations have a private and non-profit legal nature. They are instituted with
the purpose of providing support to research, teaching and extension projects and institutional,
scientific and technological development of interest to the supported institutions and,
primarily, to the development of innovation and scientific and technological research. In this
way, they create more favorable conditions for the supported institutions to establish relations
with the external environment, including the administrative and financial management strictly
necessary for the execution of these projects. The objective of this study is to analyze the
performance of support foundations at the Federal University of Cariri (UFCA), regarding the
management of funds raised for the development of academic activities (teaching, research,
extension, culture, institutional development and innovation). The search for better results is
an organizational imperative, and as a result, new actions and management techniques capable
of increasing organizational efficiency in the execution of resources are sought through
support foundations, which aim to provide and encourage administrative and financial support
to the public universities, so necessary to execute projects in a more agile and flexible way.
The reality is similar in the administrations of other federal institutions of higher education,
which in recent years have been going through a process of budget restrictions. The
methodology used for the development of the work was bibliographical research of a
descriptive nature, through analysis of the documents and analysis of the contents made
available by UFCA, providing as a result the elaboration of the Partnership Manual, starting
from the positive points listed and having elements that enhance managerial processes,
through detailed information that speeds up the partnership process, as well as management
and accountability processes.
