Abstract:
Sustainable development emerged from society's awareness of environmental problems caused
by the irrational consumption of natural resources. In this context, the State has sought
alternatives to minimize the negative impact of human action on nature, one of which is
sustainable public procurement. These consist of purchases that aim to buy a good or service
that is advantageous not only for the Public Administration, but also for the environment. In
Brazil, the mandatory inclusion of environmental criteria and practices in purchases by the
Federal Executive Power came with Normative Instruction No. 01/2010. In this context, the
problem of this research arises: due to the fact that Normative Instruction nº 01/2010 has been
in force for more than twelve years, the basic question is: How to optimize the conduction of
sustainable procurement processes, in view of the analysis of the sustainability criteria for
purchases by the Brazilian Forestry Service-SFB. From this problem, the general objective of
this work was to optimize the sustainable purchasing process of the Brazilian Forestry Service
- SFB. With a qualitative approach, this research used documentary and bibliographic means to
investigate the problem. From the analysis of the trading sessions carried out in the investigated
period, it was concluded that the Brazilian Forest Service sought to adapt to the sustainability
requirements, however, it was found that the use of environmental criteria and practices used
in the period was low. Therefore, with the aim of optimizing the use of sustainability in SFB
tenders, an action plan was proposed with recommendations to be adopted by the body.
