Abstract:
The present work aims to evaluate the effectiveness and service of Sousa’s Municipal Education Plan with the State Education Plan of Paraíba and compliance with the commands of the National Education Plan (2014-2024) established by Law no 13.005/2014 based on the principles that Brazilian educational policy establishes. Regarding the specific objectives, the research aims to describe the principles,
constitutional and infra-constitutional norms that govern nacional educational policy; understand the National Education System, its historical context, advances, determinations and purposes; and investigate its performance with the goals established in the Municipal Education Plan of Sousa/PB in light of the determinations contained in the national and state plan of Paraíba. In order to achieve the proposed objectives, the deductive scientific research method is used, through the technique of direct and indirect bibliographic and documentary research, characterized as descriptive and exploratory research, externalized by a case study, with the form approach to content analysis, through historical-evolutionary, comparative and exegetical-legal procedures. The provision of education as a social, public subjective right was reinforced, in accordance with CF/88 and the LDB, to reduce social inequalities and provide a legal framework that promotes the dignity of the human person to all Brazilians, through of the institution of principles that sought the state provision of quality universal education. In accordance with the requirement made by PNE 2014-2024, subnational education plans were established as essential
instruments for the configuration of the National Education System (SNE). However, it was found that even with the education planning process and the performance of the Technical Assistance Network, the regularization of subnational education plans was slow. A large gap was found between what the law determines and the way in which the construction process of the Sousa/PB PME was operationalized, especially due to the misalignment with the PEE/PB. What was verified when analyzing the goals established by the PME of Sousa/PB is the support only in the PNE 2014-2024 with the generic repetition of the goals already established in the national document. The creation of the PME de Sousa/PB only sought to meet the deadline determined
by PNE 2014-2024 for the establishment of an education plan. It was noted that it was difficult to access information relevant to the construction of the PME in Sousa/PB. It was also observed that there were no records for several goals in the plan, as well as that several other goals had the same percentage previously recorded, demonstrating that the municipality of Sousa/PB did not achieve significant progress throughout the duration of its plan. Therefore, it is necessary to comply with ascending normative commands and improve the methods used in the construction of public policies aimed at education in the municipality of Sousa/PB.
