Resumen:
Urban land regularization consists of a procedure that aims to
regularize the legal status of properties and, respectively, informal urban centers, defined as irregular human settlements, most of the time not equipped with the necessary basic infrastructure. The research was outlined through a bibliographical and documentary review with the analysis of current legislation regarding this matter, in addition to empirical data aimed at understanding the numbers of existing informal centers, households to be titled, population reached, level of urban infrastructure present for integration into the city and other inherent characteristics. The municipalities in this context are protagonists of the regularization process with the publication of Law No. 13,465/2017, as it is the entity closest to reality, without, however, withdrawing the commitment that was also extended to other federated entities, interested people and auxiliary justice bodies. However, the research denotes the need for a public and informative debate, involving the Public Power, the judiciary and organized civil society to clarify the benefits provided by regularization for the legal security of families, guaranteeing the right to housing and integration into city, in addition to the practical responsibilities for its implementation. Likewise, it is important that there is a budgetary allocation of public resources to help municipalities, where they do not always have the technical staff prepared to prepare the project, so it is necessary to enter into partnerships with Property Registry Offices , Public Defender's Office and the Public Prosecutor's Office to achieve this purpose. The absence of precise technical data denotes how difficult the subject is to trace technically for delimitation and differentiation in the urban aspect of Brazilian cities. Thus, urban regularization is an opportunity for the democratization of housing, integration into the city and provision of urban interventions aimed at the population.
