This work aimed to analyze the openness and compliance with the principles of open data in the government portals of the 69 Brazilian federal public universities, carried out in the period from March to June 2023. The first stage consisted of verifying the requirements of Resolution No. 3 of 2017 of the National Open Data Infrastructure Management Committee. At this point, 22 institutions were removed from the sample for not meeting the requirements. The second stage of the evaluation consisted of the analysis of 20 criteria organized in two dimensions: (i) data availability and (ii) 14 principles of open government data. The results show that nine universities do not have an open data plan. 30 universities have an outdated open data plan and 30 have an updated plan. In terms of content, universities predominantly disclose data on students. Regarding the data format, universities predominantly disclose files in the open CSV (Comma-Separated Values) format, being classified with three stars. The evidence also shows that few data are provided on the portals, with cases where the portal does not provide any data. As for the Open Government Data Principles, the universities fully comply with principles such as: free data disclosure; accessible; derived from primary source. The principles: public criticism and public consultation are not carried out by some universities. Thus, it is observed that the Brazilian Federal Public Universities present a satisfactory level of compliance with the principles, however there is much to be developed in the construction of open data government.
