ABSTRACT: In the current contemporary context, public organizations have been strongly demanded by society for more efficiency, fairness and responsibility. This aspect is validated by the dynamics of social, emotional, technological and cultural transformations that have taken place in recent years, which feel for deep and rapid changes in society, had greater adaptability and flexibility of public organizations. This dissertation aimed to apply a multicriteria model to evaluate the performance of public Federal Institutions of Higher Education (IFES). The literature review is adopted to know the state of the art, and comprised articles published in scientific journals indexed in the Web of Science™ Core Collection (WoS) and Periódicos Capes databases. The documentary survey sought to identify indicators and legal basis relevant to the investigated object, according to judgment 461/2022 of the Federal Court of Auditors. The Analytic Hierarchy Process (AHP) was applied to evaluate 11 teaching centers according to six final areas of an IFES: student, graduate, research, extension, innovation and student assistance. The results showed that the Federal University of Campina Grande (UFCG) has 4 centers with good performance in at least 4 final areas, being enrolled in the most robust final area. Adherence to the application of the model is justified by the contribution to higher quality Public Higher Education, in addition to being more effective, inclusive and responsive, as determined by the 2020 Annual Report of the United Nations Development Program (UNDP) / Brazil and the Sustainable Development Goals (SDGs). It is expected that the results of this work can support the public managers of the IFES, in their decisions.
