Résumé:
The objective of this dissertation was to investigate how fiscal federalism leads municipalities to lack of financial autonomy, fiscal stress and how this leads municipalities to choose to participate in public consortia in Brazil. Guided by the theory of institutional collective action, three articles were developed. The first article was developed with the objective of mapping the topic of federalism and cooperation and its purpose was to identify the main drivers and topics that influenced the theme in the last 28 years through a bibliometric analysis. The second article sought to describe the characteristics of Brazilian municipalities in the light of institutional collective action using a descriptive analysis of the variables. The third article, the third article, sought to analyze through logistic regression which characteristics of municipalities that belong to certain regions can be predictors for municipalities to participate in a public consortium. This dissertation can contribute to the decision of municipalities to participate in a consortium or not.
