Résumé:
This study focused on administrative management in the judiciary from the perspective
of judge-managers, presenting an analysis of the management in the registry offices
of the special court units of the Pernambuco court of justice. The accumulation of roles
in the Brazilian Judiciary, considering the Judge as the manager of the jurisdictional
unit, generates benefits and difficulties, both directive and jurisdictional. Therefore,
since efficiency is a key principle in public administration, in order for the Judiciary to
present faster solutions that resolve judicial delays and promote access to justice for
all, it needs to promote improvements regarding administrative management problems.
That said, the present study aimed to highlight the perception of judge-managers
regarding administrative management in the judiciary and its impact on the notary's
office organization and the promptness of processing of cases in the Special Courts of
Pernambuco. To achieve that objective, it was adopted a qualitative approach of
exploratory nature, using field research. Data collection took place through an online
semi-structured interview questionnaire, applied to the Judges of the Special Courts at
the Court of Justice of the State of Pernambuco. Information analysis was carried out
using the Atlas.ti software, through content analysis. It was observed that the current
problem of the Brazilian Judiciary is the delay in adjudication, caused by excessive
demands, obstacles resulting from procedural legislation, structural, and
administrative-management deficiencies. Thus, it was observed that the
implementation of an innovative management model, constituting an environment of
excellence, in which judicial provision is promoted with efficiency, promptness and
reasonableness in view of the supervention of yet another role that Judges of Law have
acquired, imposed challenges to the administration of their core activities. In this way,
the study highlighted the importance of improving administrative management in the
Judiciary, seeking solutions that optimize the performance of courts, making them
more efficient and effective in fulfilling their mission. Investment in training and
monitoring of the work of judge-managers, as well as the implementation of
management plans, are crucial measures to achieve that goal. By improving
administrative management, it will be possible to face the challenges of the Brazilian
judicial system and promote faster and fairer access to justice for the entire society.
