The research presented in this thesis has as starting point an analysis of the use of the
natural resources, especially the renewable energies, being the wind energy the case
study for the state of Ceará. Another studied element went the Brazilian legislation to
the renewable energies exposed as diagnosis. It was verified that the renewable sources
of energy in Brazil answer for 73% of the production, of the which the wind energy
participates with only 0,03%. On the enterprises it is in 5° place, generating 4.564.093
kW, what just represents 2,8% of the potency granted in operation. It is important to
stress that if all the enterprises in energy granted wind if they found in operation, Brazil
would have participation of 19,2% of wind energy today in your renewable head office.
For such Brazil, necessarily, it should produce an increase on average from 0,70% to the
year of wind potency inserted at your head office. In the analysis of 48 legislative acts,
it was observed that the politics of the Brazilian electric section goes back more to
Flexible (41%) and the Incentive (40%), while P&D (6%) and Environmental
Responsibility (13%) they are the least favored. In the determination of the hourly
medium potency, predominant direction of the wind, identified the relative frequency
associated to the hourly medium speed of the wind in the predominant direction, being
considered the parameters of the distribution of Weibull in agreement with the method
of the maxim verisimilitude, through data originating from of PCDs of 40 stations. In
the analysis for small wind projects of measurements to 10 m for predominant direction
(VDPred), of seven Mesorregiões (areas) from Ceará, the South didn't just present
viability. With relationship to the potency identified wind the results didn't get to be
expressive, among the studied stations that presented the smallest wind potency for the
studied period was Icó (4,32 W/m²). For your time, the station that registered the largest
potency wind for the studied period it was Amontada (71,09 W/m²). Before the to
extrapolate of the data of 10 for 50 meters of PCDs, the seasonal wind of the Atlas
Wind of the state of Ceará, repeat in the found results, with difference just in the strips
of values of the wind, however, the energy centers are the same ones. That in the others,
the analyses accomplished in this study it contributes to the understanding of the use
renewable energies, especially the wind.
