Resumen:
The objective of this paper is to analyze the evolution and implementation process of the Cistern
Programs in Rio Grande do Norte, pointing out the possible implications taking apart of this
policy for the rural families of the potiguar semiarid. Initially, we reconstituted the implementation of these Programs, based on two data sources: those provided by the
Extraordinary Secretariat for Overcoming Extreme Poverty and those of the Electronic Citizen
Information Service System. From a literature review, It was elaborated the state of the art of
Cistern Programs and presented the possible scenary and consequences of their emptying. The
article shows that the Cistern Programs have important contributions to family agriculture,
which are expressed in different dimensions: political, social and economic. In the literature, the
inclusive character of the action is highlighted, its mobilizing capacity, built through the
valorization of the knowledge and the place reality. It´s prominent in studies the reference to
improving the quality of life of the population that began with access to drinking water and later
enabled agroecological production, expanding the possibilities for food security. Aborting this
public action means depriving thousands of poor peasants of expanding their capacities.
