Abstract:
When carrying out any construction project, it is imperative to prioritize maximum production,
operational efficiency and cost reduction. A crucial element in this context is the Basic Unit
Cost (BUC), regulated by Law No. 4.591/64 and published monthly by the construction unions.
This is a fundamental concept in financial and accounting management, assigning values to
each item or service in order to assess the economic viability of the project and establish
possible prices for end consumers. By monitoring economic fluctuations in the market,
especially during the period from March 2020 to mid-2022, which corresponds to the beginning
and end of the health crisis caused by the COVID-19 pandemic, there has been a significant
increase in the prices of construction materials and labor, directly impacting the final cost of
buildings. In this context, this study proposes the creation of the OrçamentoFácil website, with
the aim of obtaining the Global Building Cost (GBC) using the BUC/m² sectoral cost indicator.
The subsequent analysis aims to examine the variation of GBC in a normal standard residence
(R1-S) in the pre-pandemic, pandemic and post-pandemic periods. To represent each region of
the country, states such as Santa Catarina (South), São Paulo (Southeast), Distrito Federal
(Midwest), Paraíba (Northeast) and Pará (North) were chosen. Using data from the
OrçamentoFácil website, graphs and tables were generated in Excel to compare the BUC values
in each state during the three different periods analyzed. The results revealed a significant
variation in the GBC within each state and between them, highlighting the complexities of the
economic and construction scenario in different regions of the country.
