Abstract:
The ombudsman is a social control instance that plays a fundamental role in promoting transparency, accountability, and guaranteeing citizens’ rights. By establishing effective communication channels between the population and the public administration, it enables the identification and resolution of issues, as well as the continuous improvement of public services. The overall objective of the study is to investigate the need for implementing na ombudsman’s office in the municipality of São João do Tigre-PB, from the perspective of municipal public management secretaries. As for the specific objectives, they are: to assess the current structure of participation in São João do Tigre; to propose strategies to strengthen and make the ombudsman’s office more effective as a mechanism for participation and control; to presente actions aimed at enhancing communication betweenn users, employees, and municipal sênior management. Methodologically, this study is classified as descriptive-exploratory, of a qualitative nature, and based on bibliographical references, with a case study conducted in the municipality of São João do Tigre, Paraíba. The research findings highlight the absence of adequate mechanisms for listening to the municipality’s residents. In this context, the implementation of an ombudsman emerges as imperative to fill this gap. The conclusion drawn is that the implementation of an ombudsman’s office would be highly beneficial in clarifying concepts of effectiveness, promoting public transparency, and enhancing citizen participation, thus addressing a gap identified in the current structure of the municipality.
