Abstract:
The Federal Law sanctioned on December 30, 2004, number 11,079, appears in Brazil as a pragmatic option for social and economic development, as it made it possible for the three governmental bodies to formalize partnerships between the public and private sectors. Public-Private Partnerships (PPPs) were implemented, above all, to meet the implementation of investment projects and high risks, which operationally would create obstacles for public and private agents to act in isolation. Within this context, the general objective of this work was to analyze the effects that the Public-Private Partnership (PPP) for the implementation of the Maria de Melo Pereira Clothing Center provided for the municipality of Sumé-PB, in relation to its social and economic aspects , both for the public sector (in the generation of direct and indirect jobs and tax revenue), and for the private sector (in reducing costs and optimizing their production). The PPP was selected because it encompasses investments with multiple consequences (economic and social). Regarding methodological terms, the research was qualified as bibliographic, with a descriptive and exploratory nature with a qualitative approach and in a case study. As a result, the study demonstrated that the PPP can be a categorical tool for changing the situation for the municipality of Sumé-PB, providing autonomy to employees and development in local commerce. The main finding was that the partnership brought more visibility to the city, in addition to being a financial and economic aggregation tool for the citizens involved (even demonstrating potential for continuity and expansion).
