Resumo:
The objective of this work was to evaluate the intercity ordinary transport in
Campina Grande city to regulate the system as alternative transport and with that providing the
intercity public transport users, greater mobility with efficiency and effectiveness by means of
the Hierarchical Analysis Process (HAP) which is a methodology that was not experienced in
this sector.
The method demands a structuring of the problem at different hierarchy leveis,
identifying the main interest of several groups involved in the process, analyzing the
cost/benefit relation to evaluate others options to increase the mobility of the intercity public
transport users, where this mobility is the efficiency with that the users of this service can
move around a city into other, quickly, in comfort and security.
Initially, it was made a field research based in the main factors that affect the
system users, with questionnaires that were applied in the four places of the biggest intensity
of the ordinary public transport verifying the problem under multiple evaluation criteria such
as; quantitative and qualitative, tangible and intangible order.
Afterwards, the hierarchical structure was elaborated and subdivided in four
leveis; the first levei representing the objective, the second levei, the four groups involved in
the problem, directly, the third levei, the criteria and/or important interest for each group and
the fourth levei, the four suggested alternatives to increase the system mobility as if:
Regulation and Legalization of the intercity ordinary transport, Mix Operation and Keeping
the Current Situation. So soon it was made the first judgment based on benefit and the second one based
on costs. After have been analyzed both judgments it was evaluated the cost/benefit relation,
which in this problem it is the main goal of the application of the multicriteria method.
According to the obtained results the first alternative, regulation of the ordinary
ones, presents greater degree of importance because the users realize that, with the regulation
of ordinary transports, ali the important criteria to increase the mobility of the public transport
system amongst the cities can be reached ever since that have a good governmental
management.
