Resumen:
The proper management of solid waste is a worldwide concern. The production of urban waste is inevitable and its inadequate management directly impacts human health (e.g. source of accumulation of disease vectors) and the environment (e.g. release of greenhouse gases). In Brazil, the National Solid Waste Policy (PNRS) regulates actions for the proper management of solid waste. However, the fiscal context between the country's municipalities is disparate and the extent of the national territory causes economic, administrative and social inequalities. Public consortia have emerged as a tool to bring federal entities into line with the legal regulations governing the management of solid waste. In Paraíba, the Intermunicipal Solid Waste Consortium - CONSIRES, was proposed to integrate the actions of 25 municipalities in the agreste. Despite its potential benefits, CONSIRES has suffered from problems in its consolidation as an integrated management strategy. The aim of this article is to carry out an institutional analysis of CONSIRES using the Institutional Analysis Development (IAD) Framework, adapted for this research. In conclusion, this research proposed possible interventions to be implemented in the consortium in order to improve the results achieved by the arrangement.
