Resumo:
In recent decades, it is possible to observe several transformations in relation to the development of human beings. As a result of rapid unsustainable development, the world saw the emergence of a series of problems such as hunger, poverty, social and economic inequalities and environmental issues that showed how much human actions were affecting the planet. In view of this, the UN, together with its members, has been specifically promoting objectives and targets through the transition from the Millennium Development Goals (MDGs) proposed in 2000 and currently with the Sustainable Development Goals (SDGs) proposed in 2015, which are part of of the 2030 Agenda. Taking into account that one of the challenges of implementing the 2030 Agenda is the need for a governance system, the present work aims to propose the structuring of a municipal governance model, aiming to monitor the SDGs in municipalities. The work in terms of approach is characterized as mixed in nature, in terms of its objectives, it can be classified as descriptive, exploratory and documentary, where bibliographic surveys were initially carried out, through bibliometric analysis using the software Biblioshiny: the shiy app for bibliometix na Scopus and Web of Science database investigating the main concepts, advances and current challenges involving the topic, so that new study perspectives are highlighted. In this context, the importance of governance for achieving the SDGs becomes evident, as it operates on a broader level that is relevant for achieving the SDGs. Therefore, the main results of the studies go beyond the structure of governance indicators aligned with the SDGs, a adaptation of a matrix tool that highlights structural and functional characteristics for analyzing national and local governance systems, based on the SDGs and indicators, which offer an analysis of the potentialities and weaknesses of the structure, in order to evaluate governance systems by monitoring the progress of their actions and measures towards the goals of the 2030 Agenda. Therefore, the contribution of the study lies in the development of tools for assist in the local governance of the SDGs, facilitating decision-making and promoting subsidies to move towards prosperous and sustainable development
