Abstract:
This work aims to propose a model to enable the assessment of PES programs/projects in Brazil in an integrated, understandable and viable way, aiming to attract potential investors. To this end, the following objectives were established: characterize the PES scenario in Brazil; identify the variables applied in the assessment of PES programs or projects in Brazil; and develop a multi-criteria model to support investment decisions in programs/projects implemented within the scope of the National Policy for Payments for Environmental Services – PNPSA. The first two articles were characterized as systematic literature reviews, while the last one applied the multi-criteria methodology, aiming to integrate the objectives of the multiple dimensions that are present in the programs. Each specific objective comprised a scientific article. The first article demonstrated that there is a recent development of initiatives, which are mainly focused on water and carbon ecosystem services, being located in the Southeast Region, and with a great dependence on public authorities for implementation and financing. The second article identified 55 performance variables, which could be grouped according to the objectives of the main parties present in the PSA arrangement: providers, payers, environment and institutional arrangement. Finally, the third article developed a multi-criteria model using fifteen evaluation criteria grouped into the four dimensions identified in Article 2. The model was applied to evaluate five real programs existing in Brazil, using a non-compensatory multi-criteria method, the PROMETHEE II, denoting better performance of the Reflorestar program.
