Abstract:
The object of this dissertation is the Federation of Industries of the State of São Paulo
(FIESP) in its relations with the economic policies that impacted industry during the
government of Jair Bolsonaro (2019-2022). Therefore, this study was guided by: a)
contextualizing Jair Bolsonaro's rise to the presidency, considering the economic crisis,
the political crisis, the impeachment and the role of the PT; b) defining the Bolsonaro
government, discussing categories such as bonapartism, pre-bonapartism, fascism, neo fascism or proto-fascism; c) evaluating the policies related to industry during this period;
d) understanding the effects of neoliberalism and deindustrialization in Brazil; and e)
investigating the specific actions aimed at industry during the Bolsonaro government
(2019-2022). The methodology used involved a literature review on this relationship and
a content analysis of FIESP's notes on its official website. The rise of Bolsonarism reflects
a crisis of hegemony in the neoliberal context, with authoritarian and neofascist elements.
We note that the Bolsonaro government has implemented some measures aimed at
industry, but without a particular industrial policy for the sector. FIESP has shown
alignment with the Bolsonaro/Guedes government's neoliberal agenda, without pushing
for a specific industrial development policy, ignoring the repercussions of neoliberalism
and deindustrialization.
