Abstract:
In 2001, with the approval of the City Statute - Federal Law No. 10,257, the Urban Policy chapter in the Constitution began to be regulated with norms of public order and social interest that, among other things, expanded municipal public participation at national, regional, state and municipal levels. By understanding the formation of Brazilian municipalities and verifying that around 95% of those have less than one hundred thousand habitants, which together, represent almost 45% of the country’s population, it is necessary to look carefully at how urban planning is being developed in these territories. It is from this, that the present work aims to characterize popular participation within urban planning in the Conde/PB administration between the years of 2017 and 2020. The coastal municipality studied is part of the metropolitan region of João Pessoa, and, despite having a large territorial extension, hás just over twenty fi ve thousand habitants. Among a series of contradictions that Conde presents,
such as an economy divided between agriculture and a strong investment in real estate business and tourism, and also a history marked by familiar political disputes, a democratic onset can be observed in the management, which began in 2017. One of the main axis of the developed policy happened through an integrated urban development policy, which hás the guarantee of popular participation in its processes as its milestone. Based on a theoretical and documental survey, this work investigates how this popular participation took place within urban planning in the municipality during management, and analyzes its quality.
