Sometimes, the Public Administration decides to hire individuals to carry out certain activities
on its behalf. The so-called administrative contracts are signed to achieve various purposes,
such as the acquisition of goods or the provision of a service, being legally provided for, these
instruments have particularities, such as the need to be supervised. In order for them to be
correctly executed and deliver the object as requested, it is up to the Public Administration to
designate employees capable of monitoring the signed contracts. The so-called inspectors and
contract managers have their activities set out in the Brazilian legal system and are responsible
for relevant duties, however their activities are often hampered by numerous factors.
Considering the importance of this function and the issue raised, namely, “What are the critical
points observed in the contractual inspection process at the Rural Health and Technology
Center?”, the study aims to analyze the contract inspection process at the Rural Health and
Technology Center. Rural Health and Technology, UFCG campus. Regarding the
methodology, action research was carried out, adopting bibliographic and documentary
approaches. The data collection instruments used were the interview and the form. After
analyzing the data, it was identified, firstly, the presence of a low level of perception regarding
certain aspects related to the contractual inspection process, such as agent training and access
to information. Secondarily, the data show that the main problems faced during the inspection,
in the opinion of the interviewees, refer to issues involving training, information, institutional
support, adopted procedures, recognition and designation. Furthermore, in their considerations,
the interviewees state that these problems somehow affect procedural effectiveness.
Furthermore, the study achieved the proposed objectives, allowing it to expose the challenges
present in the CSTR's contractual supervision, in addition to enabling the proposal of an action
plan as a way of improving the current management model.
