Resumen:
Basic sanitation services represent elements of fundamental importance for society,
especially in the Brazilian context, marked by a historical deficit in the provision of these
resources. Additionally, it is known that such services encompass a multiplicity of
agents, who often hold conflicting perspectives, characteristics of multi-criteria
problems. In light of this, this work aimed to develop a comparative evaluation of water
supply, sewage, solid waste collection, and urban drainage services among the 11
municipalities that make up the micro-region of Catolé do Rocha, in the state of
Paraíba. For this purpose, 9 criteria were selected from the SNIS (National Sanitation
Information System) database, taking into account aspects of supply, financial, water
quality, and collection. Based on this data, indicators were constructed to characterize
the sanitation services of each municipality, to which weights were assigned through
consultation with 10 professionals working in the sanitation field. To substantiate the
research, a multi-criteria analysis method called TOPSIS was applied, providing a
hierarchy of sanitation systems by grouping the indicators with their respective weights.
The results indicated Catolé do Rocha as having the best basic sanitation system in
the micro-region analyzed by the study, with 3 of the analyzed criteria considered ideal.
Conversely, the worst system was in São José do Brejo do Cruz municipality, ranking
last despite not presenting any criterion as non-ideal.
